There are multiple reasons and benefits for different actors regarding voluntary submissions ranging from supporting poison centre operators to protecting confidential business information. This may include, for example, classified mixtures that are out of the scope e.g. classified only for environmental effects; non-classified mixtures which may be harmful in certain poisoning cases (e.g. young children) or used to re-formulate mixtures for which a notification is required. The availability of information even on such mixtures would significantly decrease possible uncertainties in case of emergency calls and therefore it could support a quicker and more effective identification of curative measures.Voluntary submissions may also be made for hazardous mixtures by an operator who does not have the legal obligation to do so e.g. an EU based legal entity appointed by a non-EU supplier, to keep business information confidential and support the importer with their notification obligations.
