What if the information submitted is considered not sufficient or ‘manifestly unreasonable’?

一旦超过决定规定的截止日期，且在 ECHA 评估您提交的信息是否充分后，ECHA 将根据 REACH 第 50 条和第 51 条的规定，通过新的决策程序处理不合规问题。这意味着您将收到一份新的决定草案，告知您提交的信息不足，您仍需处理原决定中的请求，以满足终端节点的信息要求。此决定没有截止日期。一旦成员国通过该决定，ECHA 将通知注册人所在国家的国家执法机构。但是，如果提交的信息被认为“明显不合理”，则 ECHA 可以向相关成员国主管部门和国家执法机构发送关于此事实的简单信息。

Once the deadline set in the decision has passed and after ECHA has assessed whether the information you submitted is sufficient, ECHA will address the non-compliance through a new decision-making process according to Articles 50 and 51 of REACH.This means that you will receive a new draft decision informing you that the information you submitted is not sufficient and that you still need to address the request in the original decision in order to fulfil the information requirements for the endpoint(s).This decision has no deadline. Once the decision is adopted by the Member States, ECHA will inform the national enforcement authorities of the countries where the registrants are located.However, if the information submitted is considered ‘manifestly unreasonable’, then ECHA can send a simple information to the relevant Member State competent authorities and national enforcement authorities about this fact.
