The list of restricted substances in ECHA’s webpage, normally reflect the latest update of the list of restricted substances in the Regulation (Annex XVII to REACH), however the joint reading of Annex XVII to REACH with all its amendments is the legally binding list of restricted substances (the consolidated text available in EUR-Lex is meant purely as a documentation tool and has no legal effect, as its header clarifies). The List of restricted substances (Annex XVII, REACH) is updated by amendments of the REACH Regulation. In addition, Annex XVII contains entries covering substances listed in appendices, which are also updated when new substances fall under the respective entries (e.g. when the Commission decides to reflect new harmonised classifications adopted under the CLP Regulation (EC) No 1272/2008 for substances by including those substances in the relevant appendices).
