The key documents on restrictions are publicly accessible from ECHA’s Registry of Restriction Intentions until outcome. The registry reports the status of the restriction at the time of the access to the registry and all relevant documents prepared between the submission of the intention and the time of access to the registry. These documents include the restriction proposals (Annex XV reports), draft and final RAC and SEAC opinions, draft and final background documents, link to adopted Regulation amending Annex XVII to REACH (for adopted restrictions), comments received on Annex XV reports and on SEAC draft opinion and answers to these, and other available information prepared in the course of the procedure.It should be noted that the registry contains only documents related to restrictions (or amendments of restrictions) adopted after the application date (1 June 2009) of Title VIII and Annex XVII to REACH and developed in accordance with Article 68(1) of REACH. No central database is available to collect the documentation related to restrictions adopted before the REACH regime. Some documents on these pre-REACH restrictions may be available in the official website of European Union law (EUR-Lex) or in official websites of Member States Authorities or on the European Commission website. The aforementioned European Commission website also provides information on several restrictions adopted in accordance with Article 68(2) REACH (fast-track restrictions for CMR substances category 1A or 1B).
